Scope and subjects of support

The policy applies to all areas of specialized rice-growing land, remaining rice-growing land in the provincial rice-growing land use planning and concentrated production areas with high productivity. Policy beneficiaries include:

  • Farming households, individuals cultivating rice
  • Agricultural cooperatives
  • Enterprises legally using rice-growing land
  • Agencies and units managing specialized rice-growing land

Details of 100% support items

1. Improving and improving the quality of rice-growing land

Tra Vinh will support 100% of the costs of land improvement to improve fertility, reduce acidity, treat saline and alum-contaminated soil and improve water retention, helping rice plants grow better. Land improvement is the foundation for increasing productivity and quality of agricultural products.

2. Soil physical and chemical assessment and soil mapping

Activities such as sampling to analyze the physical and chemical properties of soil and building agrochemical soil mapping will be carried out periodically every 5 years, with costs fully supported by the budget. This helps people better understand the soil quality to have a suitable cultivation plan, optimizing inputs.

3. Purchase of copyright for protected rice varieties

The policy also supports 100% of the cost of purchasing copyright for rice varieties that have been granted protection certificates. The use of high-quality varieties contributes to increasing productivity, resistance to pests and diseases and adapting to climate change.

4. Repair and maintenance of agricultural infrastructure

Intra-field irrigation systems, intra-field roads, irrigation ditches, etc. are also supported with 100% of the cost of maintenance and repair. This is an important factor in stabilizing production, reducing seasonal risks and increasing post-harvest transportation efficiency.

Direct benefits to farmers

The 100% funding support policy from Tra Vinh province brings many practical benefits:

  • Reducing financial burden: People do not have to spend large amounts of money to improve land or invest in infrastructure.
  • Increasing rice productivity: Thanks to the use of good varieties and improved cultivated land.
  • Long-term production stability: Irrigation infrastructure is regularly maintained.
  • Being proactive in the cultivation process: Having accurate information about soil properties to choose appropriate techniques.

Mr. Nguyen Van Phuong - Director of Tra Vinh Department of Finance affirmed:

“Investing in the right direction for rice land is investing in the future of Tra Vinh agriculture.”

Towards modern and sustainable agriculture

Tra Vinh provincial government not only supports costs but also guides farmers to approach advanced production models: applying technology, linking consumption, training in farming techniques. This is consistent with the goal of developing modern and sustainable agriculture in the context of increasingly complex climate change.

In addition, the province also encourages cooperatives and enterprises to participate in the value chain of rice production and consumption, ensuring stable output and increasing added value for agricultural products.

Conclusion

By supporting all costs of land improvement, seed copyright and infrastructure, Tra Vinh is demonstrating its determination to develop the rice industry in a sustainable, modern and effective direction. This is a policy that needs to be replicated in the Mekong Delta region, which is heavily affected by saline intrusion and climate change.
