PLAN FOR THE LAST 6 MONTHS OF 2025 BY THE AGRICULTURE AND ENVIRONMENT SECTOR

In the second half of 2025, the Agriculture and Environment sector will continue to implement key tasks - developing commodity agriculture, protecting the environment, and responding to climate change.
Overview of the first half of 2025: Positive signs but ongoing challenges
In the first half of 2025, the Agriculture and Environment sector proactively carried out assigned tasks and achieved several positive outcomes.
The sector effectively implemented key focus areas such as: supporting the development of 5 product linkage chains, establishing 10 agro-forestry cooperatives, evaluating and certifying 13 OCOP products, and executing the new rural development program as planned. At the same time, the sector advised on resolving difficulties in land compensation, support, and resettlement when land is reclaimed by the State; adjusted and supplemented the land price list; and ensured that 97.9% of administrative procedures were completed on time or ahead of schedule.

In terms of agricultural production and services, the sector cultivated over 43,000 hectares during the winter-spring crop season; maintained stability in 229 planting area codes and 14 agricultural packing facilities. The number of pigs and poultry increased compared to the same period last year, while buffalo and cattle herds tended to decrease; African swine fever broke out severely from the end of May 2025. Forestry production continued to be prioritized, along with early-year campaigns on irrigation and environmental sanitation which recorded many positive results.

During this period, the unit also submitted proposals to the Provincial People's Committee to revoke and allocate land to 59 organizations and lease land to 12 others; simultaneously organized dissemination of the 2024 Law on Geology and Minerals. The sector also effectively provided reports on the implementation of the environmental protection performance index for 2024, and actively carried out disaster prevention tasks. Other areas such as the management of agricultural, forestry and fishery product quality, biodiversity conservation, mapping and remote sensing, rural infrastructure investment, and inspection and monitoring activities continued to receive attention and achieved many positive outcomes.

However, the implementation of tasks in the Agriculture and Environment sector still faced several difficulties and limitations, such as: dry weather at the beginning of the year; agricultural input prices remaining high; dry conditions leading to a sharp increase in forest fires; and slow progress in developing the initial 2026 land price list.
Goals and strategic directions for the last 6 months of 2025
The Agriculture and Environment sector will continue to focus on implementing the assigned key tasks in the last 6 months of 2025:
- Directing the proper care and harvesting of crops; guiding the development of livestock farming and instructing pig farmers to apply biosecurity practices.
- Completing forest inventory tasks, promoting reforestation and forest protection; advising the Provincial People's Committee to resolve and address emerging difficulties and obstacles in land compensation, support, and resettlement when land is reclaimed by the State.

Conclusion
The plan for the last 6 months of 2025 outlines many key tasks and requires determined efforts from the central to local levels. The Agriculture and Environment sector is striving toward the goal of: "Efficient, safe, environmentally friendly production for sustainable development", contributing to livelihood security, improving the quality of rural life, and protecting the national environmental future.
